The West Memphis City Council convened for its regular meeting on Thursday, Oct. 3, with a slate of items on the agenda.

Resolution on Nuisance Properties One of the most significant items addressed was the passage of Resolution R-1, certifying the condemnation and removal of certain houses and structures deemed a nuisance within the city. After discussion, the council amended the resolution to exclude the property at 17 McArthur from the demolition list.

Councilman Gheric Bruce raised questions regarding cleanup requirements after the demolitions. Mayor McClendon clarified that properties demolished using federal Community Development Block Grant (CDBG) funds require contractors to remove slabs and fully clear the site. However, homes demolished by the city’s crew do not include slab removal.

Sewer Service Rate Amendments The council also began the process of amending existing ordinances related to sanitary sewer services. Ordinance O-1, which proposes adjustments to sewer rates for residential, commercial, and industrial services, was read for the first time and will return for a second reading at the next meeting on October 17, 2024.

Upcoming Budget Discussions Councilman Tracy Catt, chair of the Budget Committee, provided an update on the city’s financials, including current debt, fund balances, and sales tax revenue reports. He mentioned that a meeting is scheduled for October 17 to discuss potential bonuses and raises for city employees, pending further input from the mayor.

Street and Bridge Updates The city’s street overlay program is underway, with Mayor McClendon noting that this year’s budget for road improvements is the largest ever. Work on the Rich Road Bridge is scheduled to progress in December 2024, with delays currently outside the city’s control.
