On Saturday night, Oct. 26, a high-speed police chase on Interstate 40 concluded with the arrest of a Memphis man after a tense pursuit near the Mound City exit.
At approximately 9:07 p.m., Sgt. Spencer Morris of the Arkansas State Police attempted to stop a white Jeep heading westbound near the 281-mile arker on I-40.
Another Trooper who had by now joined the pursuit, Dylan Evans, positioned his marked

patrol car in front of the Jeep, using emergency lights and siren in an effort to bring the vehicle to a halt. However, the Jeep jumped a concrete island and attempted to evade officers by accelerating onto I-40 eastbound. At this point, Trooper Evans conducted a Tactical Vehicle Intervention (TVI), successfully stopping the Jeep.
The driver, identified as Octavious Felix, was taken into custody without further incident. Two female passengers, Shymirra McKinnie and Laquanna Spencer, were removed and secured. Due to McKinnie being pregnant, Crittenden EMS responded to the scene for a welfare check, but she declined transport to a hospital. Both McKinnie and Spencer were released on-site. A search of Felix’s belongings uncovered a small amount of marijuana and a digital scale.
Felix was subsequently transported to the Crittenden County Detention Center, where he faces multiple charges, including driving without lights at night, operating on a suspended license, lacking liability insurance, fleeing, possession of a Schedule VI substance (under four ounces), and possession of drug paraphernalia. He was issued a court date for further proceedings.
