Last week, West Memphis Police Chief Eddie West and the West Memphis Police Department announced the promotion of the following officers (from top) Carl Skaggs to Sergeant, Charles Burch to Lieutenant, and Harvey Taylor to Lieutenant. Congratulations and best wishes!
