City of West Memphis celebrates Black History Month

Local community and business leaders hold their recognition proclamations up proudly during a special Black History Month celebration on Feb. 18 at West Memphis City Hall. City Coucilwoman Lorraine Robinson arranged the ceremony and a reception for those being honored this year.
